• Initiative reflects Abu Dhabi’s government’s strategy to adopt best governance practices

HE Dr. Ahmed Mubarak Al Mazrouei, Secretary General of the Abu Dhabi Executive Council, Chairman of the Executive Committee, officially launched its Al Maqta’a bidding hall, which is located in the headquarters of DoF, in line with UAE’s law item pertaining to procurement, tenders, bids and warehouses in the Emirate of Abu Dhabi.

A tour of the hall was conducted by HE Dr. Ahmed Mubarak Al Mazrouei, in the presence of HE Saeed Eid Al Ghafli, Chairman of the Department of Municipal Affairs and Abu Dhabi Executive Council member; and HE Hamad Al Hurr Al Suwaidi, Chairman of the Department of Finance- Abu Dhabi (DoF) and member of the Abu Dhabi Executive Council.

The tour also included an overview of the procedures and regulations relating to opening tenders, a short film on the objectives of launching a bidding hall in addition to explaining preparation mechanisms and follow up stages. Their Excellencies also viewed the opening of a technical tender for the Municipality of Abu Dhabi City.

The launch of the bidding hall was attended by HE Abdulla Ali Musleh Al Ahbabi, Acting Undersecretary of DoF- Abu Dhabi, HE Mohammed Sultan bin Ghanoum Al Hameli, Director General of DoF- Abu Dhabi and a number of senior officials at DoF- Abu Dhabi.

The launch of the bidding hall reflects Abu Dhabi’s Government’s strategy of adopting the best governance practices relating to managing government tenders. It aims to enhance transparency, promote economic competitiveness, in addition to enhancing coordination and cooperation between different government bodies in the Emirate.

The hall will provide all logistical requirements related to tenders and opening bids to ensure that those practices are held in line with set goals and in line with best governance practices

The bidding hall will be used for capital and operational project tenders worth more than AED 100 million. The management of the bidding hall is the responsibility of the assigned supervisory committee, which is in charge of ensuring adherence to the set procedures. The committee manages the process of gathering and archiving documents and information related to tenders, preparing reports for concerned parties and reviewing and handling complaints from contractors and suppliers.

Commenting on the launch of the bidding hall, HE Mohammed Sultan bin Ghanoum Al Hameli, Director General of DoF- Abu Dhabi, emphasised the importance of the logistics role that the hall will have for Abu Dhabi government entities. The hall will also serve as a distinctive operational platform with a high level of transparency and will promote open, competitive bidding.

HE Al Hameli said: “DoF- Abu Dhabi encourages all initiatives and projects that support the Abu Dhabi Government Policy Agenda and Abu Dhabi Vision 2030 – as the Department sets this as a top priority among its strategic goals and objectives. DoF- Abu Dhabi will continue to coordinate with various local government entities to support sustainable development projects and ensure a dynamic, open economy and global competitiveness to attract investments on a local, regional and global level.”

The bidding hall’s operations are based on five essential stages, including:
First phase: tender preparation and announcement.
Second phase: receiving the technical and financial proposal for the bids from suppliers and contractors within the deadline, and separating the technical and financial proposals.
Third phase: opening of technical proposals under the management of the supervisory committee and in presence of other government bodies.
Fourth phase: reviewing the technical proposals and shortlisting suppliers. The government entity, in cooperation with the supervising team, will also set the deadline for opening financial proposals.
Fifth phase: Financial tenders are opened under the management of the supervisory committee. The shortlisted suppliers or contractors will also be present and prices of tenders will be announced, to enhance transparency and increase competitiveness.

The Al Maqta’a Bidding Hall was established to receive Abu Dhabi government tenders under the supervision of the Department of Finance- Abu Dhabi. The aim behind its establishment is to enhance transparency, competitiveness, and openness pertaining to tenders issued by Abu Dhabi-based government entities which are of a value of more than AED 100 million.
